An approval matrix is a set of rules that determines who must approve an action under specific conditions. For payments, those conditions may include amount, entity, account, currency, rail, vendor risk, department, or whether sensitive data changed before release.
A good matrix makes authority predictable. A bad one becomes a maze of exceptions, delegated access, and approvals that nobody can explain after the payment leaves the account.
Start with actions, not job titles
"Finance manager" is not an approval rule. Begin by listing the actions that require authority:
- Approve a bill or obligation
- Approve a payment instruction
- Release a payment to the provider
- Add or change a beneficiary
- Change a bank account or payment method
- Override a hold or exception
- Administer the approval policy
Approving an obligation and releasing funds are different decisions. A budget owner may confirm that an invoice is valid while a treasury approver selects the account and authorizes execution. Combining those actions may be appropriate for small, low-risk payments and inappropriate for a new international beneficiary.
Microsoft's Business Central workflow guidance separates workflow users, approval users, notifications, and system tasks. Similar concepts appear across ERPs even when the configuration language differs.
Define the dimensions that change authority
Amount thresholds are common because exposure increases with value. They are rarely enough on their own. A $5,000 payment to an established domestic supplier may need less review than a $2,000 payment to a newly created overseas account.
Useful dimensions include:
- Amount: Require a second approver above $25,000.
- Entity: Allow only subsidiary officers to release the entity's funds.
- Account: Route payroll-account payments to a restricted approver group.
- Rail: Require treasury approval for international wires.
- Vendor state: Send new or edited beneficiaries through an independent review.
- Exception: Route payments outside policy to a designated control owner.
Keep the first version smaller than the policy committee wants. Each added condition creates another branch to test, document, and support.
Add separation of duties
Separation of duties reduces the chance that one person can create and complete a harmful transaction without review. A maker-checker pattern is the familiar version: one user prepares, another approves.
NIST's role-based access-control model distinguishes static separation, which prevents conflicting role assignments, from dynamic separation, which can prevent the same person from performing conflicting actions on one transaction. Dynamic separation is often the better fit for payments because a user may legitimately hold several responsibilities while still being barred from approving their own instruction.
Administrative actions need similar protection. Someone who can change both vendor bank details and approval rules may bypass the payment matrix without touching a payment screen.
Decide which system owns the rule
ERP-native payments may involve an ERP workflow, embedded product, bank entitlement system, and payment rail. A matrix can become inconsistent if each system owns a competing version.
Use one authoritative policy where possible, then validate execution authority at the bank or fintech. The ERP may decide that the obligation has sufficient business approval. The financial provider still decides whether the user and account can execute the payment. The embedded layer should not silently weaken either result. Broader entitlement management governs how those permissions are assigned, reviewed, and revoked.

Plan for delegation and absence
People take leave. Executives travel. Quarter-end payments cannot wait for someone who is unavailable. Delegation should have a start time, end time, defined scope, named grantor, and audit trail.
Avoid shared approver accounts. Emergency access should be time limited and reviewed after use. Escalation can route a pending request to another qualified approver after a defined interval, but it should not lower the required level of authority merely because a payment is late.
Notifications should name the decision and deadline without exposing sensitive details in insecure channels. The approval should still occur in the governed system.
Preserve evidence with the payment
An audit record should show the rule version, data evaluated, required path, actual approvers, timestamps, comments, delegation state, and final release. If the amount or beneficiary changes after approval, the product should invalidate the relevant decision and rerun the matrix.

Test the matrix with awkward cases
Use a test set that includes threshold boundaries, converted currencies, split payments, batch payments, edited vendors, intercompany transfers, delegated approvers, terminated users, ERP downtime, and a payment modified after approval.
Check both the decision and the explanation. A denied payment should tell the user which requirement remains unresolved. Support staff should be able to reconstruct the route without asking an engineer to inspect raw logs.
Review the matrix on a schedule and after organizational changes. Role changes, acquisitions, new bank accounts, and new payment rails can make a once-sensible policy incomplete.
A simple matrix is easier to trust
Approval matrices should encode policy, not organizational folklore. Start with clear actions, a small set of risk dimensions, separation of duties, and one source of policy truth. Add branches only when the business can state why they exist and how they will be tested.
ERP-native delivery can make approval feel more natural because the decision sits beside the bill, vendor, entity, and account context. Control still depends on the matrix underneath it.
